It might very well be that both things are true (high expectations,
average quality), at least to some extent. ;)
But customizing templates for Wordpress, Textpattern, Drupal, you name it,
is hardly qualifiable as unnecessarily complicated: it usually does not
involve more than building your own XHTML / CSS layout (or derive it from
an existing one), sprinkle it with a few, well-known, well-documented and
very simple PHP snippets | variables, and upload it.

Unless I simply didn't get you on the point, which is a possibility.
