Bunch of crooks if you ask me:

"...we use email addresses of users, and of those persons provided on  
their referral lists, to send an invitation to the referred friend  
and encourage them to sign up on Tagged. When a user lists an email  
address on the referral page, an email is automatically sent from  
that registered user to the referral address, encouraging the  
referral to sign up on the Tagged website. If the referred person  
does not sign up within a few days, we also send a reminder from the  
registered user to the referral address."

So they automatically send invites on your 'referral lists'. They  
don't define referral lists, sounds like these are just ripped from  
your address book? Misleading at the least, and invasive.

"From time to time, Tagged may share the email address and/or other  
personally identifiable information of any registered user with third  
parties for marketing purposes. You may opt-out from receiving  
marketing messages from our partners at any time by using the  
following link: http://g.trackbot.com/dne?l=705f227&e. In addition,  
Tagged may share a registered user’s email address with third parties  
to target advertising and to improve user experience on Tagged’s  
pages in general."

These email addresses are by defaulted shared (read 'sold') to third  
parties. You have to opt-out (which I assume means sign up / log in  
and then opt out).

It would be interesting to know if they were 'sharing' the email  
addresses off the referral lists with third parties, from the text  
above it sounds like they don't. Who really knows though?
