Stewart,

build IA, then you already know what to do. With the IA and design
skills you can just rollout new system. The challenges lies somewhere
else, other than IA, Design or technology.

Some tough things to consider are -- what is it that your organization
is struggling to achieve in terms of Knowledge?

Possible answers may be that knowledge is localized and right people
have no access to it, when they need it(?) Or, that people are walking
around with knowledge in their head (?) Or, that you have great
document repository, but nobody uses it (?) Or, there is a "tacit"
piece, which is hard to capture via "repositories", "phone calls" or
"emails"(?) Or, people don't know who the right person is for
answering the question...(?) I can go on. Point is, understanding the
organizational needs for KM is first thing. Building the system is
piece of cake.

There are other behavioral (or cultural) issues -- Why will people
share knowledge (?), How do you maintain "equity" and
"confidentiality" of other groups (?), How open is "command & control"
mechanism of the org.(?)... etc.

Some of the trends towards KM systems are (almost same) as I mentioned
earlier --
-- Email based systems have reached the peak,
-- Compliance, SOX, Audit is new rule for business
-- Operational Efficiencies should be measurable
-- Collaboration and Social Networking are just new buzzwords
-- People have exhausted all other ideas, and want to talk about
something thing, "KM" :-)
