I think the <OT> mark is a clean solution to help both POVs remain happy.

On another list I was part of, we had a rule to reduce noise: that each 
OT post - besides the OT mark - had to be paid for with a practical 
<tip> of advice (you pay for your noise), it worked really well. We even 
built a tip harvester to collect them and a website with our collection 
of tips.
