Hi Tom,

I think that is analysis rather than consulting per se... a consultant 
would be the one organising the analyst you didn't know you needed so 
that six months worth of incomplete "consensus" by several people could 
be completed by a one-person 3 week engagement (I saw this happen 
recently, it was a joy to behold, and I will never forget it).
