Intrinsic, i agree with ... but I am concerned with current practice,
not future or past practice. Most of the culture you are talking about
changes over years, decades, etc. it's quite meaningless to today's
practice.

Shoot the "Software Design Manifesto" written a decade ago describes a
software development culture that generally remains unchanged for the
vast majority of organizations.
