If the user is not logged in to their own personal (i.e., private) computer,
or if they use a web-based email client, a simple "mailto" link is a bad
idea, and a web page form is preferable. 

There are a *lot* of use cases that can fit this model. Imagine a systems
administrator trying to submit a support request from one of their
colleague's computers. And a *lot* of people use web-based email clients as
their primary email client.
