I realize this thread is a bit old, but I came across a tool I'd not
heard of before via the IxDA list. It's called stpBA Storyboarding,
and is an interesting integration of requirements management with
interactive task flow diagramming and prototyping. I haven't tried it
myself yet, but it looks like it may have potential and may meet your
needs.
