[Sigia-l] Alphabetical vs. high use menu

We're reorganizing our company intranet. It's currently set up by
department, but with easy access and options for users to access high
use links such as job opportunities, internal classified ads and forms.
The re-org. is looking at using a task based navigation and there's been
some disussion as to whether an extensive menu should be in alphabetical
order or one based on useage or similar pages where management wants to
drive users. One quote in favour of the latter was "this is not a
democracy and we'll tell people where we want them to go."
I'd be interested any research that supports one option or the other,
possible solutions or compromises.
