I always try to look at what success means for my stakeholders: "What makes
them look good?" Also, I look at failure: "What situations do they want to
prevent at all costs?"

attitude would be:
In order to select stakeholders, I would ask:
1. "Do you belong to the target audience?" 
2. If yes, "In what situations do you expect you will interact with
<whatever you are developing>?"
It sounds like people feel they can influence whatever you are designing.
Make clear that you want input, not designs.

I never have a situation where there are more than 4 stakeholdergroups. If
you have more than 6, what are you trying to create?
