Hi Alex,

I am puzzled also. If I follow this thread correctly, the low uptake of 
a given tool in a given region is seen as an indication that the IAs in 
that region are somehow lacking. I am not sure what disturbs me the most 
about this, that the insinuation is offensive, or that I find myself 
being offended by it, or that I am taking the time to write about it :)
