Is there research or experience available to help solve a common issue of
context vs consistency?

At the top of every page on our site (a fairly large government portal)
there is a "Contact Us" link within the site-wide masthead branding.
Sometimes it is used to link to the generic gov't-wide contact page (not
very helpful).  Within some program areas, the target is customized so it
directs to a specific Contacts page, though the label "Contact Us" and the
other corporate branding is always the same.

So does the benefit of having more specific contact information outweigh the
inconsistent response from that link?  Or would it be better to make the
gov't-wide link always link to the gov't-wide contact information, but
provide local contact info (where available) elsewhere on the page, perhaps
in the left nav bar.

I would appreciate suggestions or opinions to support either solution, or
even a new approach...
