What's wrong with leaving decentralized organizations decentralized?

I can understand if there are legitimate reasons to fundamentally
recentralized these organizations and re-branding becomes an explicit part
of this effort. But barring that, there are lots of advantages to being
decentralized, some of which may in fact suffer from this top-down
imposition of artificial "order".

For example, I've seen many large-scale organizations whose home-cooked,
branded and heavily promoted intranet search functions, even at the
individual site level, were demonstrably inferior to more general purpose
services like Google and others. Departments would literally turn off their
own search/nav functions to adopt Google.

So the lack of top-down "order" is not necessarily "chaos" and neither is
decentralization.
