This is exactly what I'm looking for. Your group's challenge is very  
close to mine: allow the individual sites autonomy while increasing  
coherence and ease of navigation across sites for the audience(s).

I've taken a quick look at the links you supplied, and it appears you  
were successful.
I like how the masthead graphics are similar, yet underscore  
(literally) the distinct location.  Well done.

There goes my prejudice that this problem wouldn't be solved well on  
a University site!
