I think you've totally missed the point here. The issue is not who switches
it off it is if it works. From my experience adding needless technology to
any solution radically increases the risk.

The other point is as an information architect worrying about JavaScript
doesn't come under my job remit. That's why I work with an implementation
crew.

The separation between architecture and implementation in terms of mental
space is vital I consider. Doing both jobs leads to too many compromises and
not enough consideration of task and users needs.

So in short you shouldn't even be thinking about how many users use
JavaScript until the application / site has been designed (or at least a
first pass has been done).
