Are you saying JavaScript is flat-out incompatible with accessibility?

There are gazillion other ways that a developer can screw up and not get the
results he expects. What exactly has that got to do with JavaScript per se?
If, for example, you use JavaScript to fire off pop-ups regularly as a
baseline for your UI, there's no point in blaming JavaScript for the idiotic
approach taken in consideration of the many people who disable pop-ups.
That's bad strategy/design/coding/markup, no matter what the language of
interaction is.

Please. The number of those users would be statistically negligible. If a
user deliberately tries not to take advantage of your app, there's not much
you can do.
