1. First I would sketch the situations (user scenario's) in which
finding is important. 
2. From these situations I would deduct the relevant metadata that help
the target audience to select relevant information. 
3. Then I would pick out the metadata that cost the least to produce 4.
I would allow the user to search using automatic classificatiion in
order to improve precision and recall 5. Finally, I would offer the
search result in a faceted classification, enabling the user to benefit
from the metadata you selected in step 3.

For an example of the combination of automatic classification with
faceted classification, I created this (I hope you can read through the
dutch): www.marcelvanmackelenbergh.nl/ictu.htm (is a redirect to my
server) Some of the indexed webpages contain metadata. These metadata
you will see on the left in a faceted classification.
