Don't be surprised if someone does.

If you've been following this list for the past few years, you'd note that
about every six months or so this issue comes up in various disguises. If
you check the archives, you'll see some people came very close to advocating
licensing of IAs (and some in fact did).

How writers, designers, photographers, programmers and others in disciplines
with far longer histories and depth than IA manage to live and prosper
without compulsory licensing is a mystery to some.

Those old enough to recall that the universe didn't start with WWW may also
remember that for a number of years most of what was done for the web was
covered under the title of "webmaster". There were people in the mid '90s
advocating the licensing/certification of webmasters, for pretty much the
same reasons being advanced today for IAs. Imagine the value and relevance
of a "webmaster" license...today.

Why the rush towards titles/licenses/certification? Land grab.
