Hmm. I'm sure that it would be possible to find out the average size
of legal departments in companies of a certain size. I know you could
further quanitfy this by the type of business etc. but at the end of
it you would be able to say that 'we would need at least y lawyers'.

Point taken about the context. However, keep in mind that the only
true context is the scope of work and that is not always known before
the work is begin.

I'm also sure Zia, that with your extensive experience of this field
you too have some thumbrules about effort vs. scope that are
practical. Would it be possible for you to 'contextulize' and then
verbalize them?

And believe it or not, it is possible to quantify toilets based on occupancy.
