If geography is determinant here (as you seem to suggest) then call it the
footer or bottom menu. I mean, who cares? It's a free country (Australia,
that is, until it becomes a Chinese province by 2025:-)
If you are going to coin a phrase to capitalize on it via
blogs/book/seminars/etc, great, I can understand the urge. But this
nomenclature bureaucracy is largely normative, not explanatory or even
helpful. Context trumps everything else. Throwing around these "definitions"
and then expecting/demanding the rest of us to fall in line in understanding
or usage is folly.
Meanwhile, I write this as I'm designing a multi-million dollar web app that
has absolutely NO menus of any kind. No left, right, top, bottom, fly-out,
drop-down, pop-up menus whatsoever. And I didn't even read "Don't Make Me
Think.":-)
