This story isn't analogous.  The goat (presumably visio's correlate)
plays -no- part in the preist's function, even in a support capacity. 
Visio, in so far as i have gathered (having never used it myself) is,
at least in -part-, a tool by which an individual can accomplish some
IA tasks (diagramming and such).  Just because a tool isn't optimal
doesn't mean that it's useless or totally extranious.

Regarding Ziya's comments, i don't see how clearly defining the tasks
that IAs do, and suitable ways to approach such tasks might even in
principle be a bad thing.  Dogmatism and rabid adherence to tools will
occur with or without standards, at least with standards you might at
least be able to get everyone to argue over the same stuff.
