I think the most important aspect of deriving a taxonomy is deciding how it
will be applied. You need to consider user scenarios in terms of search and
navigation. The taxo is useful to the extent that it helps users find what
they are looking for and assists content stewards in managing content
through the appropriate lifecycle.
