In fact, most of the research I read years ago indicated that inline 
links were preferred by readers; or, more specifically, that they were 
followed more frequently on 'branch' pages.

A better solution than haven "no difference except for the hover 
appearance". Most users don't follow text on screen with their mouse, 
and may never mouse over to see the hover.

A subtle difference would avoid the distraction, but be noticable 
enough to draw attention.
