We are currently considering solutions for something that seems
similar to this - a document viewer in which there are numerous
cross-references in the text (sometimes 10 20 in a single paragraph.) 
One solution we are considering is having all the anchor styles except
the hover style be identical to the body style for these particular
document views.  In other words, only when the user places their
cursor over the cross-reference does an underline appear, giving them
focused feedback without making the page as a whole noisy.
