It seems to point out that it generates better results if you control 
the format. But as others have mentioned the incentive to fill this in, 
in a propriatry system is not great.
I'm currently applying for jobs now and I only go through the motion if 
the job is really worth it ;-) And even then, I try to phone them first 
or use an email address directly.

To apply for the board, the incentive might me worth while to do so. But 
might be better to fill in a spreadsheet instead of a webapplication.
