It depends on budget and goals for the product. If the product is 
designed for end users and you have plenty of budget then researching is 
going to give you a much better chance of success.

Budget is normally the biggest reason we get knocked back on researching 
first.

You might get some measure of success just waffling though, but the 
danger comes at the next iteration ... what made your site a success, 
what didn't. So many sites start off ok and end up crap; simply because 
the developers didn't understand what made their site useful for end users.

If you have time and budget, research first. If you don't, do the best 
you can.
