any search you do will be looked up in a thesaurus (the APAIS
thesaurus) and more searches will be committed autoamtically to
enhance relevance ranking and finding stuff that you know in common
mans language but needs a translation into government speak. All of
this stuff is done through XML lookups. I'll share this with you once
I get in the office on monday, but generally I never found any widely
used formats for this kind of things.

Technically : If you want to do it the true XML way, just incorporate
XLink locator attributes for the cross-over, but any href reference
will do the trick, even XML IDREF attributes if all your XML is local.
Let me know what you're up to, and I'll try and help you out as much
as I can.
