Dave,

The "who" part is often just as important.

A perspective I have used to 'sell' personas (vs. user roles/ 
profiles) is the need to develop some empathy for your user. Without  
empathy, it's difficult to keep the user in mind as you are designing  
a solution. But unless the persona is engaging, like a character in a  
novel, how can you really feel empathy?
