MSD is an employee-owned company of over 600 professionals who support the diverse technical, scientific, and administrative needs of the Federal government. We are currently searching for an experienced Records/Information Management Specialist to support one of our clients on-site within the National Institutes of Health. This opportunity is permanent, full-time, and on site in Bethesda/Rockville, MD.

Summary:
This person will provide leadership and management in developing and maintaining an electronic records management system for an institute within NIH. 

Duties:
-Will be responsible for providing expertise and guidance in development and operation of the electronics management system. 

-Will lead teams of staff and discuss aspects of workflow process, release of electronic and paper documents. Determines most feasible approach, develops detailed work plans and assures that records management systems are created and installed and are capable of meeting the objectives and provide maximum utility and benefit.

-Will serve as records retention manager and develop and maintain an enterprise wide record keeping system and disposal policies and procedures. 

-Assures the appropriate disposition of all office records in accordance with GRS (General Records Schedule) of the National Archives and Records Administration (NARA.)

-Maintains ongoing communications with the key contract representatives and provides advice and guidance on non-technical issues. Serves as a liaison on technical decisions involved in project (i.e. server requirements, loading PDF files, etc.) Initiates and conducts site visits to the contractors to assure that the safety, confidentiality and integrity of documents are maintained offsite.

-Establishes various focus groups and work groups such as Electronic Records Quality Assurance Focus Group, designed to monitor project progress and make collective decisions with regard to the efficiency and effectiveness of new systems. 

-Coordinates general meetings and application demonstrations as needed for staff regarding various ongoing electronic records management projects. Provides training to members of staff on various technical aspects and capabilities of any new systems.

-Serves as dockets manager for the dept. library of documents that are currently accessible to the public for viewing. Will establish and maintain operation procedures and policies for use by anyone wishing to access and view a myriad of documents. Responsible for retrieving and signing in and out documents for public use.

-Will serve as the Freedom of Information Act (FOIA) contact. Receives all FOIA requests and coordinates appropriate responses. Will make determinations regarding their disposition, to include referral to appropriate staff member. Works with staff to ensure that requests are handled properly and timely, Maintains liaison with the FOIA Officer and keeps abreast of any new policies and procedures. Establishes internal reporting requirements and other controls as necessary to identify and resolve complex issues.

-Will maintain knowledge and keep abreast of electronic record management industry and the most advanced developments in electronic record management systems, methodologies, techniques, and equipment. Will establish and maintain networked relationships and/or association affiliates regarding electronic record management industry. Should be familiar with relevant technical industry publications and other materials and will attend professional meetings such as the Electronic Government Records Symposium as well as other applicable seminars/meetings on electronic records issues.

Requirements:
All interested candidates should have experience in the following areas:
-Knowledge of government goals, objectives and commitments -Comprehensive knowledge of statutory, regulatory, and other legal requirements associated with information resource management and all aspects of records management processes involved in the life cycle of records. 
-Knowledge of all relevant record keeping and disposal policies and procedures, particularly the General Records Schedule (GRS) of the National Archives and Records Administration (NARA.) -Previous fiscal responsibility required -Previous management/leadership experience -Knowledge of government records, prior experience with NARA required.
-Minimum 8 years of professional experience -Must have at least 5 yrs experience with electronic records management systems. 
-Effective and strong communication skills required.
