Have you specifically asked them who they target as their main customer
base?

It's not easy to decipher it fully by looking at their site. Their lead is:

    Excite the client with the design presentation.
    Achieve solid agreement on the functional requirements.
    Clearly communicate the design to developers and testers.

So it appears to be addressing non-developers/testers, namely the
business/design side. But then one of the two customer testimonials they
highlight is: 

"We just got our first copy of Axure RP 3, and we love it. Wow, what a
timesaver!"
