Melvin,

We have put together a "Best Practices and Guidelines" for managing all of our
classification schemes (hierarchical taxonomies).   The guidelines cover six
different kinds of changes to classes in classification schemes:   adding new
classes, combining/joining, splitting into two new, splitting but keeping
existing and creating one/more new, deleting and archiving classes.   We have
other best practices for other kinds of taxonomies, which we're happy to share.
