The "certain length" expression was referring to what you called "that
length":

That is the same mentality as those who accept only short copies. To
them, quality is a word. But length is something that they comprehend
because they can count. So they insist on getting a short copy.
I guess after seeing the test that you mentioned, they now insist on
getting a long copy because they know the importance of test, test,
test.

Mind you, not all tests are created equal. True professionals know
what aspects should be tested. They can distinguish a good test from a
bad test. When presented with a poorly designed test, true
professionals won't be misled by the test result.
