Tinderbox on the Mac seems like a good tool for topicmap creation.
<http://www.eastgate.com/Tinderbox/> It lets you create visual relationships
between objects, and view them in different ways (outline, HTML, "map view",
etc.). Its native file format is clearly structured XML.
According to the Eastgate site, there is a Windows version under
development.
