That *is* a tough one. 

For an IA of your caliber, it seems to me like the company you work for
isn't using you effectively if they would force you to work against a
false metric.

You say merging the two groups is not an option, and it isn't an option
for you to decline the assignment. Is collaborating closely an option?

I would probably force the issue: keep the asignment but change the
metric. You are always going to loose if your metric is 3 clicks. Sounds
like one worth fighting for. Good luck!
