That's a new definition of open vs closed card sorting I've not seen before.

A short while back I trawled through hundreds of google links researching
the difference between open and closed, and with nary an exception (that I
remember) the distinction was:

    open card sort =
        cards (pre-written) get sorted into piles of the
        user's making, as many as they want, and optionally
        at the end the user gets to name those piles

    closed card sort =
        cards (pre-written) get sorted into a pre-determined
        set of piles, already named.
