In IE, typing the first character scrolls to the entries starting 
with that character. Subsequent presses go to later entries starting 
with the same character..

This implies you should arrange your entries alphabetically or 
chronologically, and try to assure uniqueness of first character if 
possible. For years, it would be faster to use "46" rather than 
"1946" in the display

To assure a valid entry, the box should default to the top entry 
which you will reject as invalid, eg, "Choose BIrth Year".
