Isn't this really a problem of the software development cycle? Essentially,
because OS projects tend to be programmer-driven, they are also bottom-up
analysis and design. Projects that are usage-driven are usually top-down
analysis and design.  It makes sense that there would be a conflict because
each group is most comfortable with their cycle. 

I think that it's difficult to resolve such issues as long as we view user
experience as if it were a separate animal from software engineering. In
fact UX is just one facet of the software development cycle. If we want to
see OS projects succeed, I don't think we can afford to think of it in terms
of wresting the process away.
