You could, of course, really simplify things and have three columns, like
so:

Label 1     |________________________|     Comments 1
Label 2     |________________________|     Comments 2
Label 3     |________________________|     Comments 3

and visually separate the rows/columns by color, font weight/size, etc.,
vertically and/or horizontally.
