Our unit doesn't create uses cases here, our IT shop does that. But, we
are actively involved in contributing to them with the business.

IT uses a requirements tracking tool (DOORS???) to track them, writes
narratives in Word and diagrams in Rational Rose.

Visio has a UML Use Case stencil in their Professional load.

Excel? Yikes!
