You might be interested in doing some research on 'Value Stream Mapping'
which is used to try and analyse where there are inefficiencies and value in
a process or work flow. Its used extensively in the manufacturing industry
and has been mentioned within the Lean Software Development community as a
tool for isolating waste in programmes of work.
Mary Poppendieck speaks about this in the context of Lean Software

Although her site doesn't give too much insight into this particular area,
she may be able to help if you were to email her directly. She gave a
keynote speech at 'XP Day' here in London back in December, the notes of
