Of course they are. Scobel *is* an evangelist for MS. He's an extension of
MS corporate PR. He should blog under an MS banner. Why is he not doing so?

I have zero problem with an employee "contacting" the "public" under his
employer's banner, if he's going to talk about his employer's business.
