Ideally, I would say there is another tier in here:

For "spring dresses" (entered in textbox without quotes), return:

1. "spring dresses" (exact phrase match)
2. "spring" and "dresses"
3. "spring" or "dresses"

Additionally, there would be the opportunity to offer synonyms from a
thesaurus here (you search for "fall dresses" and get results also for
"autumn eveningwear" or something -- sorry, no domain-relevant expertise for
the example).

Like you, I'm assuming the best regarding the capabilities of the search
engine.

In terms of the "and" to "or" automatic rollover, I think results
presentation becomes very important. If I'm looking *only* for the
combination of the terms, I want to know if I *don't* have it, without
having to dig through pages of "or" results to be sure.
