significant layoffs, etc) or the IA just plain needs money.

Beyond those, what's the significance of $30/hr?

It could be temporary. Or it could be more telling. At $30/hr, IA has no
future as a profession/title. You can depress wages enough to drive them off
the market: witness what has happened with call centers, tech support,
general purpose programming, etc. They are offshore and they are never
coming back. Many other industries have gone through this already.
