The Citi Cash Card does a fairly good job of this

While they don't use DIVs to expand the content, they offer pop-up 
windows with additional information. The contextual links appear 
as [i] symbols in the body of the form itself and on the right side 
of the page as standard links in the "Did You Know?" section. I think 
this is a great example of both proactively answering common questions 
and effectively using pop-up windows.
