You might consider the fact that not everyone with the skillset 
you're looking for will call themselves an IA. A person with an MLIS 
who has worked extensively on websites, thesauri, indexing, library 
portal sites, etc., might still call themselves a "librarian" (or 
something else), yet be eminently qualified. You may need to reach 
out to these populations.
