You are right. In my humble opinion. IA is about retrieval.

Except.. when..

1b. Information Architecture is primarily concerned with Information 
Dissemination.

Top-down / bottom-up methods begin to cover this important aspect. 
But.. I believe we are only scratching the surface of a whole new way 
of developing IA. This additional method may, as George Olsen has 
recently pointed out, have much more in common with traditional media 
production / design. Lights, Camera, Action?
