I would suggest that this should be extended to say that IA is
primarily concerned with the problems of helping people find things that
are relevant to their current purpose.

I don't think people just browse the web to see what they can see. 
They browse the web looking for information because they want it for
some reason.  Google has a button that says "I'm feeling lucky" It
doesn't take the user to a purley random site, it takes the user to the
web page that rises to the top of a search results list, bypassing the
display of that list.

IA is about making decisions about how to organize content so that it
is where people will look for it.
