The above article by Rowland Gallop does not give any references.
Thus, I am not sure whether it was talking about Barry Boehm's Spiral
Model. The article said:

But according to Boehm's original article on the Spiral Model, low
risk projects applying the Spiral Model will drive the model into the
equivalence of the waterfall model, evolutionary development model,
etc.

Boehm's original article on the Spiral Model was published in the
Proceedings of an International Workshop on the Software Process and
Software Environments in 1985. The proceedings later appeared in the
1986/Aug issue of the ACM Software Engineering Notes. You can find it
in a decent research or university library.

Not true. The waterfall model first published by Royce way back 30+
years ago in 1970 already incorporated prototyping.
