Paul,

The 'exception' verbiage has been written already.  Once one state
realizes that the Fed. Gov. recognizes the term, and that the individual
Homeland Security Projects in each state may be cross-impacted on the IT
side of the house, it might need to be addressed.  Don't forget several
colleges already offer grad and undergrad degrees in the profession. 
Keep open the bigger picture.. there is room for both professions, it is
the specificity that makes both sides unique.
