That's precisely the reason for raising the bar on highly visible,
pervasively used, public projects. They impact a lot of people and for a
long time. 

For amusement, I refer people to the recent history public toilets in NYC
(tested and discussed forever but never deployed) and, for a rather
fascinating architectural and moral play, I refer them to the current
evolution of proposals for the rebuilding of the WTC site.
